Organisationsentwicklung und computergestützte Sachbearbeitung im Sozialamt der Stadt Herten

Zusammenfassung

Die Stadt Herten hat mit mehreren Verbundpartnern von 1985 bis 1989 in einem Organisationsentwicklungsprozeß ein Dialogsystem zur Sachbearbeiterunterstützung im Sozialamt entwickelt, das mittlerweile von über 400 Kommunalverwaltungen in der gesamten Bundesrepublik eingesetzt wird. Dabei sollten die Oberziele ‘Humanisierung des Arbeitsplatzes’, ‘Bürgerfreundlichkeit’ und ‘Wirtschaftlichkeit des Verwaltungshandelns’ erreicht werden. Dazu sollten Gestaltungsanforderungen aufgabenangemessen gestellt und informationstechnisch umgesetzt werden. Defizite bestanden vor allem bei der Qualifizierung der Mitarbeiter, bei der Kommunikation zwischen den Verbundpartnern und den Dienststellen innerhalb der Verwaltung und bei den Projektsteuerungsmöglichkeiten.

Summary

Within the framework of an organisational development program, the town of Herten developed a dialogue System from 1985 to 1989, together with several partners, to help clerical staff in social welfare departments. The program is now used by over 400 town Councils in Germany. The program has three main aims: ‘to ease the work load on staff’, ‘to provide a friendlier und better Service to the public’ and ‘to help reduce burgeoning administrative costs’. This is achieved by breaking down Problems into specific areas and allocating Information to these areas. Problems have arisen through qualifying project staff, a lack of communication between the project partners and Council Offices and with the possibilities for controling the project.

Résumé

Dans la periode de 1985 de 1989 la comune de Herten a elabore en Cooperation avec plusieurs partenaires, dans la cadre de developpment d’une structure organisatrice, un Systeme de dialogue pour appuyer le travail des employes responsables du bureau de l’assistance sociale. Entre-tempse? Systeme est employe par plus de 400 administrations communales dans toute la Republique Federale. Le project avait les buts principaux ci-apres: ‘humanisation du poste de travail’, ‘traitement obligeant des citoyens’ et ‘rentabilite des actions administratives’. A cet effet les exigences devaient etre däfinies en fonction des taches et ralisiees du point de vue informatique. II y avait des manques surtout en ce qui concerne la qualification des employes, la communication entre les partenaires et les differents Services ä l’interieur de radministration ainsi que les possibilites port contröler le project.
