Zusammenfassung
Im täglichen Sprachgebrauch werden die Begriffe Risiko, Unsicherheit und Ungewissheit oft synonym verwendet. Für das Verständnis des Handelns in Turbulenzen ist es jedoch notwendig zu differenzieren. Risiko, Unsicherheit oder Ungewissheit haben unterschiedliche Auswirkungen und müssen daher auch mit unterschiedlichen Ansätzen und Methoden gemanaged werden. Die Konzepte von Risiko und Unsicherheit, die Themen des ersten Abschnitts, beziehen sich auf Vorhersehbarkeit der Zukunft und sind daher eng mit Informationen verbunden. Der Hauptunterschied zwischen diesen Konzepten ist der Grad der Vorhersagbarkeit. Im Falle des Unerwarteten, der Überraschung, fehlt diese Voraussicht gänzlich. Im zweiten Abschnitt wird als Vorbereitung für die weiteren Teile die Organisation als entscheidungsbasiertes soziales System definiert und es werden Entscheidungsspielräume in drei Dimensionen – Inhalt, soziale Beziehungen, Zeit – angelegt.
