Abstract

Following the end of the Cold War, the prevention of atrocity crimes has become a focal point of Security Council deliberations and action. The dissolution of the bi-polar world order contributed to this development in a twofold way: on the one hand, it released the Security Council from the paralysis which had been caused by the confrontation of two of its permanent members and thereby allowed for more constructive discussions.
