Abstract
Neutral atoms and molecules may be pictured as rapidly oscillating dipoles with frequencies of the order of \(\hbar \omega _0 \approx \alpha \hbar c/2 a_0\) and dipole moment sizes \(\mu _{\mathrm {el}}\approx ea_0\).
