Zusammenfassung
Am Beispiel Deutschland wird gezeigt, wie ein regelbasiertes Aufsichtssystem in ein ökonomisches, risikobasiertes Aufsichtssystem überführt werden kann. Dies ist ein Prozess, der in den Ländern gerade abgeschlossen wurde, läuft, oder in Kürze unternommen wird, die den Empfehlungen der International Association of Insurance Supervisors (IAIS) folgen möchten. Wir betrachten insbesondere den Einfluss dieser Art der Regulierung auf das qualitative Risikomanagement.
