Abstract

After summarizing the practical experience, we find there are mainly three basic starting points for the formation of poverty alleviation systems and policy.

    The Ministry of Civil Affairs stipulates a monthly living standard for disabled orphan children scattered throughout society of 600 yuan, while welfare agencies recommend no less than 1,000 yuan per month as the parenting standard for disabled orphans. People’s Revolutionary Central Committee survey data show approximately 120–250 yuan per month for China’s scattered orphans and disabled children. Welfare agencies provide approximately 280–500 yuan per person for orphans and disabled children monthly.

    China currently has only enough elderly care beds for 1.59 % of the elderly population, not only lower than the 7 % in developed countries, but lower than the average level of 2–3 % in developing countries.
