Abstract
Each and every exercise of authority evokes a demand for legitimacy. Legitimacy is not only an end in itself, but might have an impact upon the success or failure of authority. This monograph focuses on the authority and legitimacy of instruments of international institutions which range below the threshold of binding international law (“alternative instruments”).
