Abstract
The new instruments of the European Cohesion Policy , which are Integrated Territorial Investments (ITI), first as a field of intervention, define sustainable transport. ITI does not replace other tools and operational programs, financing at 4.5 % of the funds may, however, in the case of individual agglomerations increase the integration leading to metropolisation of these areas , including the integration of transport. In particular- the Upper Silesian agglomeration along with the entire subregion in which it is located. The purpose of this article is to show the role of an ITI in balancing the development of transport by supporting the integration processes of transport in metropolitan areas and an indication of the example of the Upper Silesian agglomeration advantages and disadvantages of extension support area to the area of the central subregion. The article presents the experience of the preparation of one of the first ITI strategies in Poland for a subregion of the central province of Silesia.
