Abstract

Policies are powerful. Some resemble the Ant Effect or the Butterfly Effect; some are explosive as are atomic bombs and cause powerful sensations and radiation effects. Production elements such as talent, funds, and technology are fluid and they move into place with favorable policies, good environments, and good conditions. If new urban areas are required to develop better and faster, favorable policies should be formulated and implemented.
