Abstract
Lunar Meteorological Observatory for Observations of the Earth. The principal advantages of carrying out meteorological and solar observations from the Moon are considered. These are absence of a lunar atmosphere, low gravitation for the construction of equipment and the possibility of continuous observation of portions of the Earth’s surface and of the Sun. The disadvantages of great distance from the Earth and motions of the Moon are reviewed.
The possibility of studying the Earth’s cloud cover distribution is discussed in terms of instrumental requirements and location of lunar observatories.
It is pointed out that one of the principal tasks of a lunar observatory will be to find the relationships of solar activity to terrestrial atmospheric processes. The present understanding of this relationships is reviewed. The possibility of investigating the heat balance of the Earth’s surface-atmosphere system is also considered.
Although a lunar observatory cannot replace meteorological satellites, complex investigations can be undertaken utilizing both locations for coordinated measurements.
Finally, the prospects of making indirect meteorological soundings of the Earth’s atmosphere from the Moon are analysed. These include determination of the vertical temperature profile, the upper cloud cover boundary, ozone concentration, study of the horizontal Optical non-homogeneity of the atmosphere by laser technique, passive radio-location of cloud formations, etc.
The authors conclude that a meteorological observatory on the Moon can play a great role in improving weather and climatic forecasting on the Earth.
Résumé
Observatoire météorologique lunaire par l’Observation de la Terre. On examine les principaux avantages que présentent les observations météorologiques et solaires à partir de la Lune. Ceux-ci sont notamment: l’absence d’atmosphère lunaire, la faible gravitation pour la construction des équipements et la possibilité d’observer de façon continue des parties de la surface terrestre ou solaire. On examine les inconvénients provoqués par la grande distance depuis la Terre et les mouvements de la Lune.
On discute, du point de vue des spécifications des instruments et de l’emplacement des observatoires lunaires, de la possibilité d’étudier la distribution des nuages recouvrant la Terre.
On souligne que l’une des tâches principales d’un observatoire lunaire sera de trouver les relations entre l’activité solaire et les phénomènes atmosphériques terrestres. On passe en revue les connaissances actuelles sur ces relations. On examine également la possibilité d’étudier l’équilibre thermique du système surface terrestre — atmosphère.
Bien qu’un observatoire lunaire ne puisse pas remplacer les satellites météorologiques, des recherches complexes peuvent être entreprises en utilisant les deux emplacements (surface lunaire et orbite terrestre) pour des mesures coordonnés.
On analyse enfin les perspectives de sondage météorologiques indirects de l’atmosphère terrestre à partir de la Lune. Ceux-ci comprennent la détermination du profil vertical des températures, de la limite supérieure de la couche de nuages, de la concentration d’ozone, l’étude des inhomogénéités optiques horizontales de l’atmosphère à l’aide de lasers, la radiolocalisation passive de formations de nuages, etc.
Les auteurs concluent qu’un observatoire météorologiques peut jouer un grand rôle dans l’amélioration des prévisions climatiques et de température sur Terre.

Лунная метеорологическая обсерватория для наблюдений Земли. Рассмотрены основные преимущества наблюдений Земли и Солнца с поверхности Луны: отсутствие лунной атмосферы, малая величина силы тяжести (что важно для установки оборудования и возведения сооружений), возможность непрерывных наблюдений части земной поверхности и Солнца. Обсуждены трудности, обусловленные большим расстоянием Земли от Луны и особенностями движения Луны.
Проанализированы требования к аппаратуре и местонахождению лунной обсерватории в связи с решением задачи исследования распределения облачного покрова на Земле.
Отмечено, что одной из главных задач Лунной обсерватории будет изучение связи между солнечной активностью и процессами в земной атмосфере. Сделан краткий обзор современного состояния исследований в этой области. Рассмотрена также возможность изучения теплового баланса системы „земная поверхность-атмосфера“.
Подчеркнуто, что лунную обсерваторию не следует рассматривать как замену метеорологических спутников: решение проблемы может быть найдено лишь на основе использования комплекса данных наблюдений.
Обсуждены перспективы косвенных метеорологических зондирований земной атмосферы с поверхности Луны, включающих определение вертикального профиля температуры, высоты верхней границы облаков, распределения концентрации озона, изучение горизонтальной оптической неоднородности атмосферы с помощью лазеров, пассивную радиолокацию облачных образований.
Авторы отмечают в заключение, что метеорологическая обсерватория на Луне может сыграть большую роль в усовершенствовании прогнозов погоды и климата на Земле.
