Zusammenfassung
Die Entwicklung und die Probleme der öffentlichen Finanzwirtschaft können nicht adäquat erfaßt werden ohne die Einbettung des öffentlichen Sektors in die gesamtwirtschaftliche ökonomische, politische und geistesgeschichtliche Entwicklung. In diesem Sinn ist die Finanzwissenschaft unmittelbarer noch als andere Bereiche der Volkswirtschaftslehre als „politische Ökonomie“ aufzufassen, die das Wirken von Interessenpositionen, von Machtfaktoren und institutionell-historischen Einflüssen unmittelbar in ihre Analyse mit einbeziehen muß.1
