Abstract

In discussing inter-national co-operation, it may be useful to make a distinction between the institutional and the organisational level (Selznick 1992).

This chapter is based on a report to the Norwegian Ministry of Foreign Affairs, with two co-authors, Hallgeir Aalbu and Mats Brandt, with editorial assistance from Keneva Kunz. The maps were produced by Jörg Neubauer.
