Zusammenfassung
In vielen Ländern hat sich die industriepolitische Orientierung — unterstützt von internationalen Trends — vom Erhalt traditioneller Industrien auf innovative und wachstumsträchtige, sogenannte strategische Sektoren verlagert. Man kann verschiedene Ansätze zur genaueren Bestimmung von strategischen Sektoren unterscheiden, die sich auf die Technologie, den Außenhandel oder Multiplikatoreffekte beziehen. Dieser Beitrag stellt verschiedene empirische Meßverfahren vor und bestimmt mit ihrer Hilfe die Position der Bundesrepublik Deutschland im internationalen Vergleich. Dabei wird gezeigt, daß die Wirtschaftszweige (Sektoren) nicht die adäquate Berichtsebene darstellen. Es wird diskutiert, welche einzelnen Innovationsbereiche bzw. Gruppen von Bereichen für die Bundesrepublik Deutschland als strategisch angesehen werden können und wie ihre Perspektiven zu beurteilen sind. Abschließend werden technologiepolitische Konsequenzen und offene Forschungsfragen herausgearbeitet.
