Zusammenfassung
Alle ökonomischen Ansätze, die im langfristigen Gleichgewicht unfreiwillige Arbeitslosigkeit, also die Rationierung von Arbeitsplätzen, erklären wollen, benötigen eine mikroökonomische Begründung für “inflexible” (Real-) Löhne132. Dabei wird unter “inflexiblen” (Real-) Löhnen “... a condition of equilibrium that no agent finds it feasible to his advantage to change a price under his control... ” 2 verstanden. Im zweiten Kapitel wurde gezeigt, daß die Effizienzlohntheorie diese mikroökonomische Fundierung zu leisten vermag.

Auf die Rolle der Arbeitslosenunterstützung in einem segmentierten Arbeitsmarkt wird noch zurückzukommen sein. Burda untersucht die Bedeutung der Arbeitslosenunterstützung für die Erklärung der unterschiedlichen Arbeitslosenquoten in Europa. Er benutzt hierzu ein Harris-TodaroModell. Der Lohn im primären Sektor wird in bilateralen Verhandlungen zwischen dem Unternehmerverband und den Gewerkschaften ausgehandelt. Vgl.
