Das Gesetz zur Sicherung der Eingliederung Schwerbehinderter in Arbeit, Beruf und Gesellschaft vom 26. B. 1986 definiert, welcher Personenkreis als behindert gilt. Grundgedanke der Gesetzgebung ist der Schutz und die Integration Schwerbehinderter. Die Art und die Ursache einer Behinderung sind in diesem Zusammenhang nicht relevant.
