Zusammenfassung
Im 5. Kapitel sind eine Reihe von Gründen dafür aufgeführt und diskutiert worden, daß eine entwickelte Gesellschaft eine soziale Krankenversicherung mit Zwangsmitgliedschaft besitzen sollte. Dies bedeutet, daß die Individuen nicht vollkommen frei in ihrer Entscheidung sind, welchen Versicherungsschutz gegen Krankheitskosten sie abschließen wollen, da sie ein Mindestausmaß dieses Schutzes nicht unterschreiten dürfen.
