Abstract

Today the struggle against exclusions is a very current issue in Europe. Although increased growth and efficiency have come about as a result of sudden changes in production structures, the increasingly competitive framework within which economic players have to operate, liberalisation and deregulation of the markets, a growing number of people have been excluded from these positive effects. Within this context, ensuing budget cutbacks have led to a subsequent reduction in social policy resources allocated to deal with growing problems. It has therefore become an urgent matter to act in a more effective manner.
