Abstract
Rising expenditures in the health care sector has put the public health insurance system under pressure to reduce costs and thus to ration health care. Consequently the question arises if and how private health insurance might cover services which the public system will no longer provide. In the following, I will discuss this interplay between private and public health insurance in the context of rationing of health care. In particular, three aspects will be considered:
