Abstract

With a population of 21 million and a territory of 36,000 square kilometers, Taiwan has long been regarded as one of the Asian “economic miracles” (World Bank, 1993). In the past decade and a half, Taiwan has earned another distinction for having undergone a peaceful transition to democracy (Chao and Myers, 1998). As noted by Tien and Cheng (1997), after undertaking a series of political reforms since 1986, Taiwan has “cleared nearly all the roadblocks to fair, open and full elections.” After several of these open elections, the ruling party KMT, Kuomingtang, has maintained its power at the central level, but it has lost elections to opposition parties in many county and city races.1
