An Evolutionary Perspective on Structural Change and the Role of Technology

Abstract

Environmental problems and scarcity of resources have reached a hitherto unknown scale and extent. This is evident if one considers the problem of climate change or the destruction of the ozone layer through CFCs, for example. These problems are caused mainly by the patterns of production and consumption developed in industrial countries over the last 200 years. Nowadays, many fear that global environmental problems are being considerably intensified by a world-wide industrialisation following in the footsteps of Europe and North America, as well as by continuing economic growth in the industrialised world. However, whether such a prediction comes to pass will depend on many factors. It is quite conceivable that economic development and a reduction in raw materials consumption and environmental pollution can be achieved simultaneously, if the heavily polluting industries and the resource-intensive sectors lose importance in the course of economic evolution, and/or if a change in production techniques leads to a reduction in the raw materials used and the associated pollutants2.
