Abstract

Globalisation presents a severe challenge to industrial competitiveness in Europe. Thus far, Europe has not been very successful in meeting this challenge, as indicated by high and persistent unemployment, and stagnating real incomes in many countries. This is revealed clearly in the Competitiveness Report of the European Commission (Commission of the European Union 1997).
