Abstract
Energy issues are an important policy concern. Not only is energy an input factor whose costs have to be minimized to maximize competitiveness in the industrial sector or welfare in the household sector, but energy use also plays a critical role in the solution of environmental problems. Consequently, in many EU countries there is strong interest in the effectiveness of energy policies.
