Flucht, fragile Staaten und Entwicklungszusammenarbeit: Governanceförderung als Fluchtursachenbekämpfung

Zusammenfassung

Wenn Menschen fliehen, steht dahinter ein Staat, der Teile seiner Bevölkerung aufgegeben hat. Um Fluchtvorzubeugen, kommt es darauf an, fragiler Staatlichkeit entgegenzuwirken. Fragilität ist ein Governance-Versagen, das ohne eine Transformation der politischen Institutionen nicht überwunden werden kann. Entwicklungszusammenarbeit muss umfassender als bisher darauf ausgerichtet werden, fragile Staatlichkeit zu adressieren. Dabei kommt der Governanceförderung eine zentrale Rolle zu.

    Institutionell werden Governance- (und Demokratie-) Förderung einerseits und der Themenbereich ‚Krisenprävention, Konfliktbearbeitung und Friedensförderung‘ andererseits in vielen Entwicklungsorganisationen getrennt bearbeitet. Inhaltlich, zumal im Kontext fragiler Staatlichkeit, gehören sie jedoch eng zusammen und sollten grundsätzlich als gemeinsames Aufgabengebiet verstanden werden – auch dort, wo ggf. Zuständigkeiten mehrerer Ministerien, in Deutschland etwa des Entwicklungsministeriums und des Auswärtigen Amts, berührt werden. Wenn daher im Folgenden von Governanceförderung die Rede ist, bezieht sich das auf das gesamte Aufgabengebiet.
