Zusammenfassung

Erst das Völkerrecht der Gegenwart setzt sich die umfassende Bewahrung des Friedens zum Ziel. Das Recht der Friedenssicherung entwickelte sich mit der Ächtung des Krieges auf der Grundlage des Briand-Kellogg-Paktes, dem die Schaffung eines Systems der kollektiven Sicherheit durch den Völkerbund mit der Völkerbundsatzung vorausging. Als Kriegsächtung wird Frieden als negativer Frieden im Sinne der Abwesenheit militärischer Gewalt betrachtet, die dazu verpflichtet, alles zu unterlassen, was zur Entfesselung eines Krieges führen kann.
