Zusammenfassung
Mitte der 1990er Jahre formulierte das United Nations Development Programme (UNDP) mit dem Human Security-Konzept einen neuen Ansatz der internationalen Sicherheitspolitik, der schnell Furore machte und das traditionelle Sicherheitsverständnis herausforderte. Dieses traditionelle Verständnis basierte auf der Annahme, dass Sicherheit in der internationalen Politik in erster Linie durch staatliche Souveränität und Integrität hergestellt werde. Im Mittelpunkt stand demzufolge die militärische Abwehr äußerer Gefahren.
