Zusammenfassung
Die gegenwärtige Wahrnehmung der Nahostpolitik der Obama-Administration wird bestimmt vom anhaltenden Widerspruch zwischen einer für USAdministrationen ungewöhnlich deutlichen Rhetorik und den geringen Fortschritten vor Ort. Während Washington einerseits nicht vor Forderungen an die Konfliktparteien zurückscheut und sogar der Lösung des Konflikts nachhaltige strategische Bedeutung einräumt, ist es andererseits nicht in der Lage, zentrale Akteure vor Ort zu den für einen Durchbruch notwendigen Schritten anzuhalten. Es stellt sich daher die Frage nach alternativen Szenarien, die weder dem inkrementellen, leicht durch Vetospieler unterminierbaren Ansatz der 1990er-Jahre noch dem ebenfalls gegenwärtig scheinbar aussichtslosen „Alles oder Nichts“ eines umfassenden Friedens entsprechen
