Abstract
The first case study of this work looks at policymaking to promote cycling in Munich as an example of the city’s efforts to promote more sustainable mobility. It begins in 1946 by introducing the post-war context of urban development. Although a strategic approach to cycling promotion first appeared in Munich in the 1980s, the post-war period reveals the larger political and ideational framework in which initial policies developed.
