Zusammenfassung
Seit der Erringung der Demokratie vor über zwei Jahrzehnten unterhält die südafrikanische Regierung ein umfassendes Wohnungsbauprogramm für Bürger mit geringen oder ganz ohne Einkommen und hat den Anteil der Bevölkerung mit Zugang zu Wasser, Sanitäreinrichtungen, Strom und Müllabfuhr, die hier als basic services bezeichnet werden, kontinuierlich erhöht. Trotz dieser Erfolge wird die südafrikanische Wohnungs- und Siedlungspolitik von vielen Experten als verfehlt angesehen. Statt dazu beizutragen, die von den Planern der Apartheid geschaffene Segregation und Fragmentierung der Städte zu überwinden, hat sie diese weiter zementiert und gewaltige Ressourcen darauf verwendet, Geringverdiener an Orten anzusiedeln, an denen sie nur schwer Zugang zu Bildung, Gesundheitsversorgung und Arbeitsplätzen finden (vgl. Pieterse 2009; Huchzermeyer 2011).
