Abstract
New models and tools for the public administration, like the NPM, have started an organizational and procedural reengineering, or better a rethinking of the way the public ad-ministrations manage their internal processes to get desired results efficiently. Not only formal adapted models, which are supported by the government, traditional rules, and management techniques were derived and transferred to the public sector; to show the possibility to a more effective use of resources. The NPM claims to be a combination of necessary public administration instruments and behaviour, but with an entrepreneurial perspective and competitive aspects.
