Zusammenfassung
Der Staat gehört zu den konstitutiven Komponenten der politischen Einbettung von Innovationssystemen auf nationaler und regionaler Ebene. Statt hierarchischer Steuerungsmodelle prägt der moderierende Netzwerkcharakter staatlicher Innovationspolitik zunehmend die sozialen Strukturen und Interaktionen in Innovationssystemen. Die entsprechende Frage nach den Möglichkeiten und Grenzen der politischen Gestaltung von Innovationssystemen verweist auf die Problematik innovationspolitischer Governance. In diesem Zusammenhang kommt der systemischen Interdependenz zwischen organisationalen, sektoralen und politisch-ökonomischen Governance-Strukturen bei der Artikulierung der Unternehmerfunktion in Innovationssystemen eine herausragende Bedeutung zu. Diese staatliche Koordinierung von selektiven Innovationsimpulsen lässt sich im Sinne des schumpeterianischen Konzepts des „unternehmerischen Staates“ nachvollziehen, aufgefasst als spezifische Ausprägung der innovationspolitischen Gestaltung technologischer Neuerungen in entwickelten Industrienationen unter der Bedingung radikaler Unsicherheit.
