Zusammenfassung

Das „New Public Management“ (NPM) umfasst idealtypisch einen inhaltlichen Kern von Reformprinzipien und -maßnahmen, die sich durch die Neue Institutionentheorie und die Public-Choice Literatur begründen lassen. Dieses Reformbündel zielt auf den Um- und Neubau des öffentlichen Sektors nach mikroökonomischer Logik. Dabei lässt sich ein Reformstrang, der das Außenverhältnis öffentlicher Organisationen zum Gegenstand hat, von einem anderen Maßnahmenbündel unterscheiden, das sich auf binnenorganisatorische Reformen richtet.
