Zusammenfassung

Handlungskompetenz – als hoch geschätzte und oft erstrebte Fähigkeit, ein schwieriges Ziel trotz entgegenstehender Hindernisse zu verwirklichen – scheint an zwei Voraussetzungen gebunden. Eine ist, dass der Akteur über Mittel verfügt oder sich Mittel zu verschaffen versteht, die zur Realisierung seiner Ziele geeignet sind. Die zweite ist, dass er auch tatsächlich gemäß seinem einmal gefassten Willen handelt, ihn also nicht vorzeitig aufgibt oder durch die gleichzeitige Verfolgung von widerstreitenden Zielen durchkreuzt.
