Die Wahrnehmung der Kommunikationsfunktion nationaler Parlamente in EU-Angelegenheiten in Theorie und Empirie

Zusammenfassung

Der vorliegende Beitrag diskutiert die Politisierung der EU innerhalb der parlamentarischen Arena. Er nimmt hierzu die kommunikativen Aktivitäten nationaler Parlamente zu europapolitischen Themen in den Blick. Aktuelle empirische Forschungsbeiträge zur Kommunikationsfunktion nationaler Parlamente in EU-Angelegenheiten betonen die Unterschiede zwischen den Parlamenten. Dies wirft die Frage auf, welche Faktoren die Kommunikation zu EU-Themen begünstigen oder erschweren. Die Europaforschung hat hierzu zwei Erklärungsfaktoren herausgearbeitet: institutionelle und parteipolitische Faktoren. Richten sich erstere vornehmlich auf die Unterschiede der politischen Systeme, so erschließen letztere eine Reihe von parteistrategischen Motivationen der Akteure zur Thematisierung der Europapolitik. Abzuwarten bleibt, inwiefern die nationalen Parlamente auch langfristig die EU-Angelegenheiten im Rahmen ihrer kommunikativen Tätigkeiten im Plenum thematisieren und so zu einer nachhaltigen Politisierung der EU im nationalen Kontext beitragen.

Abstract

This article discusses a politicization of the EU within the parliamentary arena of the national parliaments by focusing on their communicative activities in EU affairs. Recent empirical studies analyze the parliamentary political discourse in EU affairs and point towards an empirical variation in the activities of the national parliaments. The general research question is raised which factors facilitate or hinder the communication in EU affairs. In the literature on European integration, two explanations are presented: institutional and party-related factors. The former takes into account the variation of characteristics of the political systems, whereas the latter considers different strategic motivations of the parties in parliament whenever they raise EU affairs. However, it needs to be seen if national parliaments will pick up EU affairs in their communicative plenary activities on the long run and contribute to a substantial politicization of the EU in the national context.
