Von der EURO-Opposition zur Kosmopolitismus-Opposition

Zu diesem skeptischen Urteil kommt Peter Mair bezüglich des EU-Institutionengefüges und seiner Unfähigkeit, widerstreitende Interessen zu integrieren. Er argumentiert, dass systemstützende, themenbasierte Opposition – anders als auf nationalstaatlicher Ebene – zwangsläufig zu einer Anti-Systemhaltung führen müsse, da eine themenbasierte Opposition innerhalb der EU nicht möglich sei. Doch stimmt das? Am kritischen Fall der Alternative für Deutschland (AfD) zeigt sich, dass die „Eurokrise“ zwar Anlass, aber nicht Ursache ihrer Gründung war. Entscheidender ist die Entstehung einer neuen kulturellen Konfliktlinie (Bornschier 2012). Mairs Argument unterschätzt gesellschaftliche Veränderung als mögliche Radikalisierungsursache. Im Fall der AfD war die Politisierung des EU- und Eurothemas ein vorrübergehendes Phänomen. Die Europäische Integration ist Teil des auf der Ebene des Nationalstaates entstehenden Konfliktes über kosmopolitische Wertehaltungen.

Mair criticised the EU institutions for not being able to integrate countervailing interests. Due to the lack of an institutionalised opposition, it would not be possible to conduct an issue-based opposition. Necessarily, this kind of opposition would be transformed to an anti-system opposition. However, does empirical evidence exist for this argument? Relying on the crucial case of the German AfD it is demonstrated, that not the EU institutions but a national change of domestic cleavage structures is decisive. The radicalization of the AfD mirrors the emergence of a new cultural conflict (Bornschier 2012). The politicization of the EU was temporarily. The emerging conflict rather is part of a cleavage over cosmopolitism.
