Zusammenfassung
Die chinesische Regierung propagiert seit einiger Zeit „Massengründungen und Masseninnovation“, um die wirtschaftliche Entwicklung zu stabilisieren und den Aufstieg Chinas in die Reihe moderner Industrienationen zu ebnen. Der Beitrag stellt diesen Fokus auf Unternehmertum und Innovation in den historischen Kontext. Dazu werden die Entwicklung des Privatunternehmertums und der Innovationspolitik seit Beginn der Reformen zusammengefasst und ihr Zusammenspiel beleuchtet. Hieraus wird eine ambivalente Haltung der Politik erkennbar: Obwohl der Privatwirtschaft mehr Raum gegeben wurde, konzentrierte sich die Innovationspolitik nicht auf Privatunternehmen. Da andererseits viele der heute als innovativ geltenden Unternehmen aus der Privatwirtschaft entstanden sind, versucht die chinesische Regierung aktuell, Start-ups zu fördern und für die eigenen Ziele zu nutzen. Der Beitrag zeigt, dass hierbei auch beschäftigungspolitische Erwägungen eine Rolle spielen. Zugleich verdeutlicht der historische Kontext, dass die Betonung von Massengründungen und -innovation nicht mit einer Lockerung der Verbindung zwischen Wirtschaft und Politik gleichzusetzen ist. Schon in der Vergangenheit hat die Regierung vor allem für größere Unternehmen eine Rolle spielt.

Der Anteil aller „nicht staatseigenen“ (minying qiye) Unternehmen an allen Unternehmen betrug im Jahr 2014 laut dem Chinesischem Statistikamt 68 %, der Anteil der „Privatunternehmen“ (siying qiye) an der Gesamtbeschäftigung betrug lediglich knapp 19 %. Der Anteil der Privatunternehmen und Einzelgewerbetreibenden an der städtischen Beschäftigung lag dagegen bei 42,9 %. In diesen Aggregaten der Privatunternehmen sind Firmen mit ausländischem Kapital jeweils nicht enthalten sind, obwohl diese sicher als private Unternehmen zählen könnten.

Laut Wan Gang, China’s Forschungsminister, gab es 2014 im ganzen Land 1600 technologische Unternehmensinkubatoren, 115 Wissenschaftsparks und mehr als 80.000 Unternehmen in den Inkubatoren, in denen 1.750.000 Personen beschäftigt waren.
