Zusammenfassung
Die langfristige Tragfähigkeit staatlicher Verschuldung ist in der Staatswirtschaftslehre und Public Finance immer schon ein Thema gewesen. Dass staatliche Kreditaufnahme und nationale Schuldenquoten in den Mittepunkt der wirtschaftswissenschaftlichen wie auch der wirtschaftspolitischen Debatten gerückt sind, ist jedoch den Ereignissen im Gefolge der Weltfinanzkrise von 2008 geschuldet. Da im Zuge derselben aus einer Bankenkrise, eine Schuldenkrise, eine Wirtschaftskrise und nicht zuletzt eine Systemkrise geworden ist und in vielen Ländern Staatsbankrotte drohten – nicht zuletzt in Ländern der Eurozone – verwundert diese Entwicklung nicht.
Klaus Gretschmann war von 1998–2001 Ministerialdirektor im Bundeskanzleramt und dann bis 2011 Generaldirektor im Europäischen Ministerrat in Brüssel mit Zuständigkeiten für Wettbewerbsfähigkeit, Binnenmarkt, allg. Wirtschafts- und Industriepolitik, Forschung, Energie und Verkehr. Zuvor lehrte er an den Universitäten in Köln, Maastricht, Washington und Florenz Finanzwissenschaft und Politische Ökonomie. Er ist Träger des Ordens „Kommandeur der französischen Ehrenlegion“ sowie des Bundesverdienstkreuzes und ist heute als Berater für internationale Wirtschaft und Politik tätig.
