From what we have understood about the inner workings of the human brain, our neural networks are initialized while we are developing in our mothers’ wombs, but not well configured to work in the outside world right after we are born. Learning in the human brain, which refers to building up neural networks over the neocortical hierarchies, involves a lot more than initializing connections and increasing the connection strength between neurons. Depending from the neuron type, even different types of electrochemical signals (amplitude, frequency, period) may have no effect, result in firing bursts or a single activation only ( Spiking artificial neural networks).
