Zusammenfassung
Während frühere Theorien den technischen Fortschritt als exogen betrachtet haben, wird dieser im Rahmen der endogenen Wachstumstheorien endogenisiert. Bildung und Wissen spielen eine herausragende Rolle in diesen Modellen. Einige der bedeutendsten Modelle in diesem Bereich sind u.a. Rebelos AK-Modell, das Lucas-Modell und das Romer-Modell. Diese und andere Modelle wurden auch bereits vielfach empirisch untersucht.

Die Auffassung des Wissens wird als subjektiv angesehen, das heißt den Individuen einverleibt, im Gegensatz zur objektivierten Auffassung, das heißt in einem Produkt materialisiert.

In seinem Werk The Stages of Economic Growth stellt W. Rostow (1960) die Wirtschaftsentwicklung der Gesellschaften in fünf Stufen dar: die traditionelle Gesellschaft, die Voraussetzungen für den „Take-off“, der „Take-off“, die Entwicklung zur wirtschaftlichen Reife und die Ära des Massenkonsums.

Diese Autoren analysieren die Effekte einer Fiskalpolitik auf die Akkumulation von Human- und physischem Kapital. Eine allgemeine Steuer auf die Kapital- und Arbeitseinkommen diskiminiert die Humankapitalinvestitionen durch eine ausgelöste doppelte Verzerrung. Da die Steuer zugleich auf die eigentliche Investition und auf ihre Erträge in Form der individuellen Einkommen erhoben wird, verringert es den Ertrag dieses Investitionstyps stark und macht ihn unattraktiv. Aufgrund der Gegenwart von Externalitäten bei der Humankapitalakkumulation kommen die Autoren zu dem Schluss, dass eine optimale Politik aus einer Besteuerung der Einkommen aus physischem Kapital und einer Subventionierung der Humankapitalinvestitionen bestehen würde, wenn das Wachstum begünstigt werden soll.
