Abstract
After the Fukushima Nuclear Accident the question has been raised whether a new electricity generation, supply and distribution system should be introduced in Japan. It seemed that Germany gives us an alternative model, in which municipal electric utilities have played and play an important role in quantitative and qualitative aspects. However, in Japan this has not been the case.
This paper intends to seek the historical roots of such a difference, by comparing the development of each first electric utility company in Germany and Japan and the role of concession contracts and public charge in each municipality.
