Wie der Autoritarismus in einem Zeitalter der Demokratisierung bestehen bleibt

Zu den kulturellen Wurzeln seines Andauerns im demokratischen Ostasien

Zusammenfassung

Warum bleiben so viele Bürger neuer Demokratien auch nach Jahrzehnten demokratischer Herrschaft dem Erbe der autoritären Vergangenheit fest verbunden? Tun sie dies aufgrund der besonderen Art der Kultur, die sie tagtäglich leben? Wenn Kultur so wesentlich ist, formt sie dann die Unterstützung der Bürger für autoritäre Staatsführung direkt oder indirekt? Ich möchte diesen Fragen anhand der jüngsten dritten Welle der „Asian Barometer Surveys“ nachgehen, die in sechs ostasiatischen Demokratien durchgeführt worden ist. Eine vorläufige Analyse dieser Umfragen bestätigt die Douglas-Wildavsky-Theorie, die die Kultur des hierarchischen Kollektivismus mit der Affinität für autoritäre Staatsführung in Zusammenhang bringt. Darüber hinaus zeigt die Analyse, dass diese Kultur die Ostasiaten motiviert, ihre Regime als schlecht funktionierende Demokratien wahrzunehmen. Diese Wahrnehmungen wiederum orientieren sie in Richtung autoritären Regierens. Dieser kritische Befund, dass hierarchische Kultur die Bindung an die autoritäre Vergangenheit direkt und indirekt prägt, weist auf eine neue Kulturtheorie eines widerstandsfähigen Autoritarismus in postautoritären Gesellschaften hin.
