Zusammenfassung

Die wohlfahrtsstaatliche Daseinsvorsorge und der Ausbau des Systems der sozialen Sicherung brachten zwischen 1950 und 1980 in den entwickelten westlichen Ländern die Einrichtung vieler personenbezogener Sozialdienste mit sich, in denen eine methodische und zunehmend differenzierte Arbeit in Behandlung von Problemen materieller Unterversorgung, der Gesundheit, sozialer Beziehungen, der persönlichen Entwicklung, der Erziehung und Bildung, der Erwerbstätigkeit und der Freizeitgestaltung geleistet werden konnte. Die Entwicklung der Dienste schloss neue Organisationsformen und veränderte berufliche Orientierungen ein, und sie warf Fragen der Zuständigkeit, der Spezialisierung, der Abgrenzung unter den helfenden Berufen, der für sie angemessenen Ausbildung und des Verhältnisses von fachlicher Problembearbeitung, Laienkompetenz und gemeinschaftlicher Selbsthilfe auf. Auf der Ebene individueller Verhaltensmodifikation, auf der Ebene der Organisations- und Infrastrukturentwicklung im Gemeinwesen und auf der Makroebene der Gesellschaftsreform ging es um einen rationalen Wandel, dem sich die professionelle Soziale Arbeit mit ihren Methoden andiente.
