Zusammenfassung

Soziale Arbeit ist auch eine Kulturarbeit, in der durch Bildung und geselligen Verkehr Menschen zur Teilhabe an den immateriellen Werten des Lebens und zu einem besseren und erfüllten Dasein geführt werden. In bürgerlicher Kulturarbeit sind die Gebildeten um eine Neugestaltung des gesellschaftlichen Miteinanders bemüht. Junge Konservative beginnen nach 1850 im victorianischen England mit einer solchen kulturellen Bildungsarbeit. Die „Universitätsausdehnungs-Bewegung“ geht 1884 mit der Eröffnung von Toynbee Hall in die Settlement-Bewegung über. Die Settlements in Großbritannien und in den USA sowie Einrichtungen in Form von Volksheimen und soziokulturellen Zentren auf dem europäischen Kontinent stellen mit ihrer Integrationsarbeit und ihren vielfältigen gemeinwesenbezogenen Vorhaben und Gruppenaktivitäten die zweite Wurzel der beruflichen Sozialarbeit dar. Sie zeichnen eine Richtung Sozialer Arbeit vor, die nicht primär personenbezogen, sondern in bürgerschaftlicher Einmischung Reformen und sozialen Wandel anstrebt.
