Zusammenfassung
Windenergie zählt zu den umstrittensten Themen der räumlichen Planung in Deutschland, aber auch darüber hinaus. Während die Befürworter unter anderem auf den Kampf gegen eine weitere Erderwärmung und auf mögliche ökonomische Vorteile verweisen, befürchten die Gegner negative Auswirkungen auf Arten und Lebensräume, das Landschaftsbild, den Tourismus und die menschliche Gesundheit, um nur einige Streitpunkte zu nennen (Hirsh & Sovacool 2013).
Bei diesem Beitrag handelt es sich um die Schriftfassung des Vortrags, den ich am 06.07.2015 in Cottbus gehalten habe. Der Text stellt eine überarbeitete und weiterentwickelte Fassung des Artikels von Markus Leibenath, Peter Wirth & Gerd Lintz dar, der unter dem Titel „Just a talking shop? – Informal participatory spatial planning for implementing state wind energy targets in Germany“ in der Zeitschrift ‚Utilities Policy‘ veröffentlicht wurde (Leibenath et al. 2016).
