Letztlich soll ein besonderer Fokus auf die spezifischen Kontexte von demokratischen Prozessen und Modi gerichtet werden, da deren Einfluss als erheblich gelten kann. Denn der Einbezug der Bürger, Partizipation, deliberative Praktiken, Organisationsprozesse, Herausbildung von Sozialkapital usw. laufen alle auf lokaler Ebene ab (Roth 1994, Bogumil 1999, Kersting 2004, Mayer 2004, Evers/Roth 2005, van Deth/Tausendpfund 2013, Roth 2013d; pessimistisch: Roth 2011d) und betonen als Kernprinzip lokal-unmittelbare Gemeinschaftlichkeit (Wolin 1994, Little 2002, Taylor 2002, Pettit 2008a) sowie die Realisierung demokratischer Prinzipien in kleineren Gemeinschaften und Gruppen (Gastil 1993, List/Pettit 2013).
