Sanctuary Cities – Zufluchts-Städte

Zusammenfassung

Trotz der Versuche, Einwanderung zu regulieren und aufenthaltsbeendende Maßnahmen durchzusetzen, werden Städte und Gemeinden auch von Migrant/innen bewohnt, die über keinen legalen Aufenthaltsstatus verfügen oder nur geduldet sind. Daraus resultieren besondere Handlungserfordernisse für die Kommunalpolitik, z. B. bei der Wohnraumversorgung und der schulischen Bildung Die Frage nach einem angemessenen Umgang mit Personen ohne gesichertes Aufenthaltsrecht verweist auf ein gesamtgesellschaft liches, aber nicht zuletzt auch auf ein kommunalpolitisches Konfliktfeld zwischen Behörden, Betroff enen und zivilgesellschaftlichen Initiativen. Der vorliegende Beitrag stellt das Konzept ‚Sanctuary City‘ als eigenständige kommunalpolitische Antwort nordamerikanischer und britischer Städte auf diese Herausforderungen vor, eine Antwort, die auch für deutsche Städte relevant ist.
