Ein Europa ohne die Türkei?

Zusammenfassung

Die Zugehörigkeit zu Europa und damit als „vollkommen europäisch“ wahrgenommen zu werden, war das fi nale Ziel der Türkei, mit dem sie sich 1959 um eine assoziierte Mitgliedschaft in der Europäischen Wirtschaftsgemeinschaft (EWG) bewarb. Als Mitglied im Europarat seit dem Gründungsjahr 1949 nutzte die Türkei auch dieses Forum, um ihre Relevanz im europäischen Integrationsprozess mit Nachdruck zu bekräftigen.

Das zentrale Erkenntnisinteresse dieses Beitrags richtet sich daher auf die Frage, wie die türkischen Vertreter die Türkei bezüglich ihrer Zugehörigkeit zu Europa seit dem Antrag auf EWG-Assoziierung 1959 bis zum Abkommen von Ankara 1963 in der Europarats versammlung präsentierten und mit welchen Argumenten sie ihre Bedeutung für die europäische Gemeinschaft begründeten. Dies gibt nicht zuletzt auch Aufschluss darüber, wie sie zu dieser Zeit das contested concept „Europa“ imaginierten und welche inhaltlichen Bedeutungen sie diesem sozialen Konstrukt zuschrieben.

Die historisch-empirische Analyse der Protokolle der Europaratsversammlung offenbart schließlich im Ergebnis eine ambivalente Selbstinszenierung der türkischen Abgeordneten als Teil einer Argumentationsstrategie, die ihren Opponenten durch die Berufung auf das Gemeinschaftsethos jegliche Möglichkeit des Widerspruchs nahm.

Abstract

To belong to Europe and to be perceived as „unreserved European“ was Turkey’s final destination when it applied for associated membership in the European Economic Community (EEC) in 1959. As a member of the Council of Europe since its founding year of 1949, Turkey also utilized this forum to strengthen its relevance in the process of European integration.

This paper therefore focuses on how Turkey presented itself concerning its belonging to Europe in the Council of Europe’s Assembly from its application for associated membership in 1959 to the Ankara Agreement in 1963. Thereby, it is of particular interest which kind of arguments Turkey provided to emphasize its meaning for the European Community. This also indicates how Turkey imagined the contested concept of „Europe“, i.e. the different kinds of meanings attributed to it.

With a focus on the minutes of the Council of Europe’s Assembly, this historical-empirical analysis finally reveals an ambiguous self-staging of the Turkish deputies as part of an argumentation strategy that was built on the fundament of being one collective community and therefore disabled their opponents from any kind of contradiction.
