Nach Kapitel 2.2 existieren Planungsprobleme, bei denen die durch eine programmorientierte Bedarfsplanung festgelegten Planaufträge nicht so eingeplant (und damit produziert) werden können, dass alle Bedarfe termingerecht gedeckt werden. Eine Lösung existiert, sofern eine Überlastung von einem Produktionssystems zugelassen wird.
