Zusammenfassung

Am 29. November 1983 hielt der damalige erste Bürgermeister von Hamburg, Klaus von Dohnanyi, eine denkwürdige Rede vor dem Überseeclub, einem Interessensverband Hamburger Unternehmer. Unter dem Titel „Unternehmen Hamburg“ versuchte er sich an einer Diagnose städtischer Herausforderungen sowie an diesbezüglichen Handlungsstrategien (Dohnanyi 1983). Dohnanyi beklagte in seinem Vortrag ein niedriges Wirtschaftswachstum, überdurchschnittliche Arbeitslosigkeit und hohe Sozialausgaben, die zu einer zunehmenden Verschuldung des öffentlichen Haushalts in Hamburg geführt hätten.
