Zonen infrastruktureller Entkopplung. Urbane Prekarität und soziotechnische Verknüpfungen im öffentlichen Raum

Zusammenfassung

Die infrastrukturellen Voraussetzungen unseres Alltagslebens entziehen sich unserer Aufmerksamkeit, weil in der Regel alles so gut funktioniert: Wasser, Elektrizität, Daten- und Warenströme „fließen“ zuverlässig durch unseren Alltag und halten das urbane Leben am Laufen. Dass die Daseinsvorsorge im Normalfall halbwegs reibungslos funktioniert, ist ein kaum problematisierter Ausgangspunkt sozialwissenschaftlicher Forschung zu Infrastrukturen, zumindest im Hinblick auf Städte des Globalen Nordens. Der Ausfall von Infrastrukturen gilt hier als kurzfristiges Ausnahmeereignis. Ganz anders argumentiert die Forschung zu Städten des Globalen Südens, die vor allem auf informelle Strategien und selbstorganisierte Behelfslösungen der Infrastrukturerbringung fokussiert. Der Beitrag reflektiert diese unterschiedlichen Zugriffe auf den Zusammenhang von Infrastruktur und Stadtgesellschaft. Anhand von Beispielen der Aneignung und Umnutzung städtischer Infrastrukturen durch Obdachlose geht der Beitrag zudem der Frage nach, inwiefern die Aufmerksamkeit der Forschung zu Städten des Globalen Südens für die agency von Stadtbewohner_innen, ihre informellen Strategien und nicht-vorschriftsmäßigen Aneignungen von Infrastrukturen die Forschung zu urbanen Infrastrukturen insgesamt bereichern kann.
