Zusammenfassung
Das Konzept der Zivilgesellschaft erlebt derzeit eine spektakuläre Konjunktur, genauer die Wiederkehr einer Konjunktur: Nachdem das Konzept in Mitteleuropa in den 1970er Jahren wiederentdeckt wurde, wird es seit den 1980er Jahren auch in den westlichen Demokratien (und darüber hinaus) in immer weiteren Zusammenhängen benutzt (Keane 1998). Die damit verbundenen semantischen Verschiebungen, zu denen man auch Begriffe wie governance, governing by contract, Neue Soziale Bewegungen, Nichtregierungsorganisationen (NGOs), das Interesse an „Sozialkapital“ oder „Vertrauen“ (Putnam 2002) zählen kann, steht für die Entwicklung eines kognitiven Prismas, das bisher jedoch diffus und instabil bleibt.
